There are seven part-time Council members who represent the City of Avon. The City is divided into four Wards, each with a similar number of residences in an effort to provide equal representation. There is a Council representative for each of the four Wards and there are three At-Large Council members who represent the entire City of Avon. During an election, voters choose the Council representative for the Ward in which they live and also vote for the three At-Large Council positions. Voters may vote for one, two or all three of the At-Large Councilors. While Ward Council representatives are elected to specifically represent their Ward, their loyalty is to the entire City as is the loyalty of the At-Large Council members. All seven members of Council vote for the office of President of Council from the three Council-At-Large representatives. They then vote for one of the two remaining Council-At-Large members to serve as the Council President Pro Tem to officiate in the absence of the President of Council.

In the 2012 General Election, voters changed Council's duration of representation from 2 year terms, with all 7 members of Council running for office during one General Election, to 4 year, "staggered" terms, with elections for Ward representatives during one General Election and At-Large representatives during a General Election 2 years in the future. To facilitate the transition from 2 to 4 years, in the year 2013, the 4 Ward Council representatives elected will serve terms of 4 years, from 2014 through 2017, and so forth. In 2013, the 3 At-Large representatives will be elected to serve terms of 2 years. In year 2015, the 3 At-Large representatives will be elected for 4 year terms, from 2016 through 2019, and so forth.
